Start with who publishes, not what's trendy
The first question isn't React versus Vue. It's: who updates this site on a Tuesday afternoon? A marketing team that publishes daily needs a CMS with a friendly editor. A site that changes twice a year is often better as fast, hand-coded static pages.
The right technology is the one your team can still use confidently after the launch team has left.
The three honest options
Most website decisions eventually come down to three practical approaches:

Plan for year three, not week one
Whatever you choose, insist on three things: documentation, admin control your own team can use, and a maintenance plan. Stability, security, continuity. Every build stands on those or eventually falls off them.
The best stack is the one that fits the people, content and product it has to support.
